Abstract

This article aims to problematize the execution of the public policy of the socioeducativo, mainly through the branch of the criminal factions in the educational centers of Fortaleza-Ce. From the so-called crisis of the socioeducational system in the 2000s, there was a reconfiguration in the dynamics of educational centers, especially with the emergence of criminal factions. Young inmates were murdered in the units, constant rebellions, threats and torture make up the daily life of these institutions. The educational centers should, based on a set of actions, guarantee a process of accountability of the infraction committed by the youth, but the context of these units is complex, inhuman and violent. We understand that the public policy of the socioeducational system runs through the violation of the social rights of young inmates, and intensifies the context of violence by intensifying the perspective of punishment in educational centers. For the construction of this work, bibliographical, documentary and field research was carried out. We chose the qualitative methodology, using the field diary and participant observation in an educational center in Fortaleza.
