A socio-territorial study on the public Policies of culture for youth in Fortaleza

Abstract

This article is to analyze and understand how it came from the creation of a Urban Center of Culture Science, Sports Art (Cuca Barra do Ceará), built on the eastern outskirts of Fortaleza, the effectiveness of a public policy culture focused on youth. Allocated in Barra do Ceará, the district has the highest number of young people in the city. This equipment is configured as a way of ensuring the right to the city for its people, through access and dissemination of culture for fortalezenses youth because youth in Fortaleza is a relevant part of its population. For many years, public policies of culture have been neglected, especially those targeting the poorest, who were in a situation of risk or social vulnerability. Therefore, did not have a place where they could have training, beyond that provided by regular schools.
