The effectiveness of the Maria da Penha law in the case of women with protective measures in the territories of “Ceará Pacific”

Abstract

This work problematizes how the protective measures issued based on the Maria da Penha Law (Law No. 11.340/2006) are implemented in the lives of women in situations of violence from the intervention of the Support Group for Victims of Violence (SGVV) that it is part of the Integrated Security Unit I. Thus, the objective of this work is to evaluate how protective measures are being applied in the lives of women residing in the territory of Grande Vicente Pinzón and in other territories covered by the “Pact for a Pacific Ceará” through the actions of GAVV police officers. And yet, observe how the Maria da Penha Law is implemented in the daily life of women in situations of violence; understand the relationship between the SGVV and the network to protect women in situations of violence and what has changed in the daily lives of women after receiving the protective measures. The nature of the research is qualitative and made use of case studies and interviews that were carried out with women assisted by the SGVV, as well as the narratives of the police officers who make up the referred group. The research findings reveal some facts, such as the concern of the police officers who are part of the SGVV to consolidate the services for the execution of protective measures. The fragility of understanding of SGVV professionals in the face of more complex situations of the phenomenon of violence against women is visible and, at the same time, the sensitivity of these professionals in the daily work routine that characterizes a whole differential of committed professional practice is noteworthy. With regard to the women interviewed, their positive assessment of the protective measures and the work of the police officers who make up the group is perceptible, however, the fear of reprisal from the perpetrator of the violence is constant in their testimonies, despite being declare safer with the work/actions of SGVV police officers. Therefore, protective measures are an important instrument of protection in the lives of these women and, therefore, must be treated beyond merely repressive measures. And, in this way, State actions and policies are needed to strengthen the network to combat violence against women, specifically, against situations of violence in which these women are subjected, without ignoring that for this it is necessary to better qualify the professionals who deal with such complex problems of life in society.
