Challenges to Public Security Policy

Abstract

The text argues thematic of the formation and police intelligence in the context of the reforms implemented in the public security of the State of the Ceará, in the period of 1997 the 2002, for then “the Government of the Changes”, anchored in the speech of the “change of mentality” of the police devices. In this context, one searchs to understand and to analyze thematic and the its challenges from two axles of interlocution: the governmental speech-actions and the speechpractical ones you police operated in the public politics of security of the Ceará.
