Abstract

This paper aims to compare the strategies of social control related to poor childhood in the city of Teresina employed by the government in the late nineteenth to the twentieth century with the ideas put forward in the thesis defended by doctor Antonio Ribeiro Gonçalves Piauí in 1902 medical school of Bahia, whose theme was the discussion about the "juvenile offender" from the issues raised by psychiatry. What we have seen though is the term "minor" does not appear in governance practices, the social implications of the term, mostly used to describe the children of the poorest sections of the population, reaching these actions showing us a line between them and the production of medical knowledge that circulated at the time.
