The PARADOX OF THE HITTEN POLITICAL STOPPAGE: THE REFORMS OF THE FHC'S GOVERNMENT AND THE AMENDMENT OF REELECTION IN ITS POLITICAL DYNAMICS FOR PRE-APPROVAL (1995-1996)

Abstract

This text will have to closely to the preprocess voting for the Emenda da Reeleição in the brazilian Congress. The main question of this study is as follows: in the approval of that matter, which exposed justification in political events and how to strategically politics between the FHC government and its support coalition in Congress before the vote, in January 1997? The text has two contextual passages: first, lies the entire political and legislative process of approval of the Emenda da Reeleição; then explains the theoretical framework that guides the search for conceptually established frameworks for political conceptual analysis involving its process. In parts focused on diachronic analysis and narrative process (the final part of the text), demonstrates is the starting point of the term of FHC and the legislative process of Emenda da Reeleição (the concept of "inflationary letter"), and temporal lapses see in the decisional paralysis of the legislative process, but holders of various events and that, if interpreted concatenated manner, can be useful to understand definitions of the strategic preferences adopted by the first FHC government and the 50ª legislature. Finally, it is clear that the political and legislative process pervaded by way involved in the plot elements that enabled maturation of political articulation required for the approval of the PEC, but delayed the final resolution of the case, increasing cost of approval.
