LEGISLATIVE IN THE FERREIRA GOMES ERA (2006-2018): ALLIANCES, OPPOSITION AND TENSIONS IN CEARÁ

Abstract

The main objective of this paper is to discuss the strategies used by the Ferreira Gomes group to build and maintain their allied base in the Ceará Legislative Assembly over the eight years of Cid Gomes' government (2007-2014) and the first term of office of. Camilo Santana (2015-2018). Briefly, the main axes of the coalition presidentialism thesis and their resonance in the states are presented. Then the characteristics of the group's allied base, budget amendments and opposition profile are analyzed. For the construction of this article we used data from the Legislative Assembly portal, information from the Ceará Yearbook, local press reports and interviews with parliamentarians and advisers. Since the 2006 election, Cid Gomes and Camilo Santana were able to form a large and heterogeneous Allied base, broadening it during the government and consolidating it in the 2010 elections. The model was shaken in 2014 and 2018 but was able to accommodate allied parties. state administration, drawing on existing constitutional provisions and a new model of budget amendments thus reinforcing the dominance of the Executive.
