Abstract

Created in 1998, Banco Palmas became, during the 2000s, an important institution in the named community development banks. His projection gained national and international notoriety because of the successful projects promoted in the neighborhood of Conjunto Palmeiras, in Fortaleza, Ceará. The institution is a result of the social struggles promoted by local residents in an attempt to transform the reality in which they have been subjected since the installation of housing in the 1970s, under adverse conditions. So, this text seeks to analyze how this institution became, beginning from a community economic policy for the neighborhood, an important vector of transformation for the place focused on the permanence of the social struggles that were historically essential in the constitution of Conjunto Palmeiras as a neighborhood in the capital of Ceará, making possible the conquest of fundamental rights for its residents.
