In this article, I analyze the rise of Getúlio Vargas to political power in Brazil in 1930 and the process of centralization of political, economic and social forces in his hands. I seek to understand how this power was constituted based on the study of intellectuals Oliveira Vianna and Evaristo de Moraes. And how the process of debate and elaboration of labor laws was constructed with the presence of the State and also of workers. To this end, a bibliographical survey and analysis was carried out, as well as research in the newspapers O Nordeste, O Legionário, O Trabalhador Gráfico, among others, to understand how the laws were implemented and how they impacted the organization of workers at the port of Fortaleza.
