Abstract

This research presents the results of an investigation into the interfaces between public cultural policies and cultural management in the municipality of Santarém, in the western region of the state of Pará, over the past nine years. The study aims to answer the scientific question: Have the cultural policies developed in the municipality of Santarém over the past nine years adhered to the democratic and participatory parameters proposed by the National System of Culture, providing access to cultural assets, and how do the local cultural management models present themselves in the process of construction, development, and permanence of these policies? The primary objective of the investigation is to provide a range of scientific discussions on culture and cultural policies since the implementation of the National System of Culture and its state and municipal subsystems, as well as to present a context of the cultural practices in Santarém from a perspective of local cultural policy and management. The qualitative research, based on field interviews, seeks to determine whether the cultural policies developed in the past nine years followed the democratic and participatory parameters proposed by the National System of Culture (SNC). Furthermore, it evaluates whether these policies provided access to cultural assets for the local population and analyzes the cultural management models in the municipality. The research indicates that cultural management in Santarém faces considerable challenges, including absence, authoritarianism, and discontinuity in the implementation of cultural policies. The study highlights the need for complete regulation of the Municipal System of Culture (SMC) and the convening of a Municipal Conference on Culture to develop a Cultural Plan, aiming for a participatory and democratic management that promotes access to and preservation of cultural assets in the municipality.
