uma análise do referencial teórico

The increase in the population of homeless people in the municipality of Fortaleza, especially during the recent Covid-19 pandemic, requires efficient and effective public policies capable of dealing with this social problem. This paper epistemologically analyzes the situation of public policies for homeless people in the city of Fortaleza, in the state of Ceará, based on the Systems Theory of Niklas Luhmann (1927-1998), considered one of the most important and productive authors of the social sciences in the 20th century. The process of consolidating social rights requires profound social and political transformations.
