Política Pública e a Inclusão da Língua Brasileira de Sinais (Libras) nos Cursos de Formação de Oficiais da Academia Estadual de Segurança Pública do Ceará

Abstract

Social problems are something common in our society, such as the lack of health and education among others. Violence is one of the most worrisome problems and has afflicted the population of the state of Ceará and has challenged the authorities of the most diverse levels in the public sphere. The search for quality service in the Public Security Bodies for the defense of personal interests, is essential for everyone. Deaf people, amid this reality, need extra attention because, due to the difficulty of communication, they do not have, most of the time, a favourable service, also showing that public security agents do not have the necessary training to deal with deaf people.

The object of the investigation is an analysis of all existing legislation related to the inclusion of deaf people, both nationally and internationally, aiming to contextualize public policies of social inclusion for deaf people, the public security of the state of Ceará and the importance of democracy as a political instrument. The study also sought an analysis of the curricular matrices of training courses for officers of the State Academy of Public Security - AESP/Ce. The time mark established in the survey represents the formative year of 1990 and the year 2021 involving the training of military officers in the state of Ceará. In the search for answers to the proposed questions, it was finished with the application of research with qualitative approach, with the use of documents, statistical data and interviews with people directly involved in the analyzed problem. The research sources used were international and national legislation involving the issue of deafness, legislation pertaining to courses in the training for officers of the Military Police and of the Military Fire Brigade of the State of Ceará and qualitative interviews with those officers who made themselves available to participate in the research. As a theoretical-methodological framework, the research was based on the categories Brazilian Sign Language, Social Inclusion and Human Rights, from authors, in a special way, such as Karen Strobel (2009), Carlos Skliar (2015), Frantz Fanon (2008), Achille Mbembe (2017), among others. In order to understand the reality of the problem studied, the information obtained during semi-structured interviews carried out with professionals in the field of public security, served as a foundation for the interpretation of qualitative aspects of the professional training of military officers in the state of Ceará. With this information, alternatives that aim to work around the central problem of the study were proposed.
