El estudio propuesto tuvo como objetivo conocer el perfil socioeconómico de las personas que viven en el área de actuación de la 12ª Unidad de la Justicia Civil Especial de Fortaleza. La investigación trazó el perfil socioeconómico de las UDHs (Unidades de Desarrollo Humano) de la jurisdicción del tribunal. La metodología consultó un estudio del CNJ como fuente secundaria y de referencia para el análisis propuesto. Se concluyó que el contraste entre los perfiles socioeconómicos evidencia desigualdades en el acceso a la justicia. Se considera que los perfiles difieren en términos de capital social, económico y cultural, por lo que difieren en términos de acceso a la información necesaria o incluso la confianza en esta institución para el pleno acceso a la justicia.

In order to highlight the female figure as a collaborative gender of participatory relevance in the Military Police of Ceará - PMCE, this paper aims to discuss some unique aspects of the profile of women in the police profession, focusing on institutionality and the practice of their activities. After a time lapse of 9 (nine) years between the admission permit and the holding of the contest, the Military Police of Ceará – PMCE incorporated women into its staff in 1994, emphasizing the subtlety mechanisms of the power parameters rooted in a patriarchal society.

This article deals with an experience report of the construction and development of the Protection in Measure Program, a project to manage criminal alternatives to confront violence against women adopted in the justice system of the District of Acaraú / CE. To guide the construction of the report, the following hypothesis was formulated: the practices aimed at confronting violence against women instituted by the District of Acaraú are in accordance with the guidelines recommended by the National Policy to Combat Violence against Women, National Policy of Alternatives Penal and National Judicial Policy to Combat Violence against Women by the Judiciary and brought agility in meeting the demands involving the theme. The experience began in January 2019, when this academic began to exercise his professional activity in the District of Acaraú and the first observations were made related to the delay in the jurisdictional provision in the urgent protective measure requirements, until the conclusion of this work, in December 2020. Based on the hypothesis, the following question was posed: "how are the practices of confronting violence against women adopted through the 'Protection to Measure' Program instituted in the District of Acaraú in the perspective of the National Policy of Confrontation? to Violence against Women, associated with institutional policies of the Judiciary? ”, and in the course of the work, all the practices identified are described, with the consequences generated by the measures of sanitary restrictions resulting from the pandemic of the new coronavirus (COVID-19), resulting in confirmation of the hypothesis presented.

Os direitos humanos e os desafios à diversidade de gênero e sexualidade no âmbito escolar:

This study investigates human rights and challenges to gender and sexuality diversity at the state school Professor Francisco Oscar Rodrigues - Liceu de Maracanaú, located in Maracanaú. The study addresses issues related to human rights and the dignity of the human person, especially in the context of the LGBTQIAPN+ population. It examines public policies and legislation related to sexual diversity, as well as the practical application of these policies in Brazilian schools. Special attention is given to the analysis of sexual education as a fundamental instrument to ensure the full exercise of the right to sexual diversity in the school environment. Additionally, the study aims to investigate specific experiences at Liceu de Maracanaú through the administration of questionnaires to both teachers and students, with the purpose of analyzing the effectiveness of public policies related to gender and sexuality in this educational context.

Reinserção Social Através da Pena de Prestação de Serviço à Comunidade:

The community service penalty, despite still being a reality in construction, has been gaining notoriety as a legal instrument of criminal public policy for the social reintegration of people involved in non-violent infractions or misdemeanors. The alternative punishments emerged as a sort of sentence that inaugurates a perspective to obtain the results, as a rule, not archived by the failed prison sentence. Among the species of this kind, the community service penalty stands out, with a public policy label and content, observes a whole cycle of training, including interesting practical application in the locus of this research, in this case, in the “Vara de Execução de Penas e Medidas Alternativas” (VEPMA). The research works, as a central axis, with rich bibliography on the subject and, as a field research, with the collection of procedural and enforceable data imposed by the convicts, as well as identifying points worthy of greater attention. After the general overview, with the evaluation of variables and crossed information, such as biological sex, age, marital status, profession and crime committed, the answer to the proposed problem is arrived at by measuring the social reintegration and recidivism obtained through the imposition of community service penalty.

Aspectos Epistemológicos e Filosóficos da Atuação do Ministério Público Quanto ao Controle Social de Políticas Públicas Exercido Pelos Conselhos Sociais

This paper seeks to build an epistemological and philosophical basis for the work of the Public Ministry regarding the social control of public policies exercised by the Right’s Councils. Therefore, initially, the legitimacy of the law is questioned, then the possible solution of democratic deepening through popular participation is presented, for which the Councils, an almost unique Brazilian’s democratic experience, have an enormous power. In addition, the dialectical epistemology and its focus on the subject-object relationship when the knowledge is elaborated, was showed in the third topic as the critical support necessary to promote the dialogue between the authors worked on. In the last subject, it was discussed how the performance of the Public Ministry, through extrajudicial and self-compositional instruments preferably, as the institutional control bodies currently proclaim, can strengthen the Right’s Councils, guaranteeing to them respect for its decisions and composition, the necessary structure for its operation, budget and others. Thus, the Public Ministry actions would corroborate not only the better functioning of the collegiate councils and the expansion of social participation in public policies, but also, consequently, the deepening of our democracy and the reapprochement with itself as an institution reshaped by the Brazilian Constitution of 1988 as an inspector of the legal order, guarantor of democracy and rights, far beyond criminal prosecution.

Sustentabilidade Econômica Para a Gestão Integrada de Resíduos Sólidos no Maciço de Baturité de 2018 a 2022

We are immersed in an unprecedented environmental crisis, which drives environmental sociology to formulate new epistemologies, based on environmental rationality and refuting the way in which modernity has inserted the environmental issue into its development paradigms. Among the serious environmental problems that humans have to face today is Solid Waste Management, which must be understood from a total perspective. This study addresses the economic sustainability of Integrated Solid Waste Management in the Baturité Massif, in the State of Ceará, between the years 2018 and 2022, taking into account the alternative taken by the municipalities in the aforementioned region to face this problem, which would be the interinstitutional arrangements called Public Consortia. This initiative was led by the Government of the State of Ceará through the creation of Regional Plans for Integrated Solid Waste Management and Multiple Selective Collection Plans, having as a guideline what was called pre-landfill policy. This is qualitative research, bibliographic and documentary review, with exploratory and descriptive purposes.

This article is based on the data presented in the dissertation Comparative Analysis of the Technical, Economic and Environmental Feasibility of the Use of Biogas Originating from the Western Metropolitan Sanitary Landfill of Caucaia (ASMOC) of the Master in Planning and Public Policies of the State University of Ceará. This biogas, when turned into biomethane, a renewable natural gas (RNG), is compared to natural gas of fossil origin (NG),
with a view to verifying all aspects involved. Data are presented from an economic argumentative perspective based on technical criteria, addressed in order to point out the feasibility of the joint use of NG and the biomethane generated through biogas from a landfill. The advantages and disadvantages of each are identified, contextualizing the use of biomethane in substitution of or in conjunction with NG, emphasizing the values of these rich energy sources that, within their various applications, can still be raw material for producing hydrogen. The selection of bibliography and the analysis of technical and economic data existing and practiced in the State of Ceará, Brazil, define the methodology adopted in this study. The State of Ceará stands out in the association between public policies aimed at protecting the environment and those focused on regional economic development. Building new landfills shared by several municipalities, according to the established technical standards, will provide the production of considerable volumes of biomethane ‒ a clean energy source.

A Transexualidade na Política de Saúde no Ceará

This paper aimed to investigate the process of incorporation of transsexual people into Health Politics of Ceará State, identifying its progress and limits. The study began from the built of trans identities, anchored by de bates on gender, transsexuality and Queer theory, adopting the intersectional perspective, considering other fundamental elements, such as race and class in the transsexual experience. The adopted methodology combined bibliographic analysis, survey and analysis of secondary data from documental research. One has searched for understanding the trajectory of trans population in the state health politics in Ceará, as well as their demands and the services offered to them. The incorporation of trans population into the Health Politics of Ceará State firstly happened through actions of confrontation with HIV/AIDS, widening to the offer of services of the transsexualization process. Despite of the advances, the necessity of a politics of integral attention to trans population’s health in the State remains.
