The objective was to investigate the main normative proposals developed so that this essential public service was not interrupted in periods when greater social isolation was necessary. For this, the bibliographic and normative study method was used regarding the basic principles and aspects of notarial and registry activity, as well as the analysis of news in digital media about the impacts of the new coronavirus on Brazilian society.
It will be discussed in this work what are the impacts of democratic management for the improvement of teaching, being chosen as the stage of this research the municipality of Caucaia, which is located in the metropolitan region of Fortaleza. This work is a qualitative field research, which was applied in three different moments. The first was the survey of educational indices found throughout the municipality, with the objective of identifying the school with the highest and lowest score in the 2019 IDEB among the 186 schools maintained by the city hall. With this information in hand, the two schools were researched to find out which management models were implemented, and whether they had any influence on the results obtained. For this, two different instruments were applied, the first was an informal conversation, whose participants were the teachers of the schools, and then, in-depth interviews were applied with the managers of these units. At the end of these moments, it became

evident that they were two totally different managements and that they greatly influenced the results obtained. At end, while in the higher IDEB school management was centered on democratic management, as the laws and guidelines point out, giving opportunity to all actors involved in the educational process, and mainly, being welcoming to everyone, in the other school authoritarian actions were verified, not accepting the opinion and participation of the school community, and not even recognizing its role in generating change in the indicators.
Katianne Jamilia Oliveira Nunes, Rodrigo Santaella Gonçalves Copyright (c) 2025 Inovação & Tecnologia Social https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15161 Mon, 08 Jan 2024 00:00:00 -0300 O Ensino Remoto e as Tecnologias Digitais da Informação e Comunicação (TDIC) no Estado do Ceará: https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15150
This paper is an excerpt from my master's thesis entitled: Remote teaching and Digital Technologies of Information and Communication (TDIC) in the context of the Covid-19 pandemic in the State of Ceará, however, we permeated some notes based on the academic work mentioned above, that is, we point out specific themes for discussion and a posteriori explanation and criticism. Therefore, we know that the use of TDIC can be seen as another ally for the improvement of classes, especially with regard to the integration of images and videos that make up the educational content, thus, it is necessary to break with the limitations and expand each time plus the uses of technologies in favor of emergency education, given that the Covid-19 pandemic context is too latent, remote education has new educational technologies as allies for better didactic and methodological resourcefulness for teachers and students. In this sense, we base ourselves on the assertions of Bacich (2015), Bannel et al. (2016), Pereira (2017), Augusto; Santos (2020), among other authors essential to the formation of research carried out in partnership with the Postgraduate Program in Planning and Public Policy at UECE. In short, teachers and students of Ceará state schools are in a constant teaching and learning process, since the Digital Technologies of Information and Communication are quick tools in their updates and modifications to better adapt to the context of remote education.
Marcel Pereira Pordeus, Antônio Germano Magalhães Júnior Copyright (c) 2025 Inovação & Tecnologia Social https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15150 Mon, 08 Jan 2024 00:00:00 -0300 Inclusão, cidadania e cultura digital: https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15151
The use of new technologies has become such an absolute requirement that, regardless of age, gender or social class, it is difficult to imagine a single aspect of our lives that escapes it. At the same time, access to these technologies is extremely unequal, with the socioeconomic conditions of each person being very important, so that, without inclusive action promoted by the public authorities, today's inequality will be greater tomorrow. Hence the relevance of investigating public policies that consider, for example, the construction of new social scenarios, citizenship, digital inclusion and exclusion, new technologies and, of course, the role of public power in this context. In this way, questions were established in this analysis about a policy developed in the city of Fortaleza/CE, considering the following question: what ideas of inclusion, citizenship and digital culture were the basis for the design of the policy developed in the Casa de Cultura Digital in Fortaleza? This was the question that guided and structured the development of the research, with the objective of identifying such notions in the design of the project managed by the Science, Technology and Innovation Foundation of Fortaleza (CITINOVA). Qualitative and exploratory research was chosen, and as methodological procedures bibliographical review, interview and document analysis were used, through the policy design analysis methodology, according to categories inspired by the research by Lima, D'ascenzi and Aguiar (2020). After analyzing the categories, the results point to a joint reading as a way to explain the rationality perceived in its design. Thus, what was understood about inclusion, citizenship and digital culture ends up being directed towards a policy of building profiles of young entrepreneurs, with specific knowledge and producers of digital, creative and innovative media. In this way, the present research signals the relevance of projects that can dialogue with groups, not only among young entrepreneurs, but among all age groups and skill levels related to technological and digital development in the city of Fortaleza.
Renata de Araújo Viana Lima, Neiara de Morais Bezerra Copyright (c) 2025 Inovação & Tecnologia Social https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15151 Mon, 08 Jan 2024 00:00:00 -0300 O Adoecimento Docente na Rede Municipal de Educação de Sobral/(CE): https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15152
In this research, we will bring to light the problem faced by education workers, through which the health/disease relationship and the working conditions of teachers in the municipal education network of Sobral were analyzed. In order to achieve the proposed objective, bibliographic research and the valuable contribution of 90 teachers answering a questionnaire and 18 teachers participating in interviews were used as sources of information. The results of the statistical analyzes allowed us to detect that in the network there are indications of complaints associated with illness, as well as salary dissatisfaction, need to supplement extra income, pressure to meet learning goals, and mental illness (burnout syndrome, panic and/or high stress). But we also find a network where teachers say they are satisfied and motivated with their profession.
Roberta de Carvalho Cesar, Rodrigo Santaella Gonçalves Copyright (c) 2025 Inovação & Tecnologia Social https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15152 Mon, 08 Jan 2024 00:00:00 -0300 Sentidos da Participação Política: https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15148
Understanding what young members of the Student Council of Maria Amélia Perdigão Sampaio School, the Student Council of Giselda Teixeira State School of Vocational Education, Casulo School of Arts and the Young Eucharistic Movement think about politics and political participation in the municipality of Palmácia and, specifically, analyzing the role of the Internet in the participatory process were the main challenges of this present study. As for the methodological aspects, it is worth mentioning that bibliographic research was carried out; as for the purposes, the research adopted a descriptive and exploratory character and a qualitative-quantitative approach. Regarding the data collection instrument, an electronic survey was used, being made available through Google Forms tool and shared through social networks (WhatsApp and Instagram) and semi-structured interviews. About the data analysis method, descriptive statistics were used through the frequency distribution for the analysis of the surveys and the analysis of the content for the interviews. The results revealed that those young groups have a perspective still focused on politics and political participation for the purpose of elections. It was found that most of them said they had never expressed themselves politically on social networks, however, they believe that the Internet can help, in some way, youth groups in achieving their goals, understanding it as an important tool for communication and information. Finally, the need for other studies to be carried out, in different contexts, was evinced, with the purpose of stimulating the debate about the different youth groups that form Brazil, and thus contributing to the formulation of public policies that can meet their true needs.
Wesley Gomes Pontes, Emanuel Freitas da Silva Copyright (c) 2025 Inovação & Tecnologia Social https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15148 Mon, 08 Jan 2024 00:00:00 -0300 A Qualidade da Educação do Amapá e seu reflexo nos Indicadores do IDEB de suas Escolas Públicas nos Anos Iniciais do Ensino Fundamental https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15153
Brazil, from the 1990s onwards, with education reforms and the modernization of the State, implemented policies aimed at evaluating and gauging education. In 2005, IDEB was created, which is an index that quantifies students' learning in Portuguese and Mathematics, relating it to school flow. This study analyzes IDEB's educational indicators in the state of Amapá and their relationship with the quality of education offered in elementary school in the early years. Through the collection of data on public platforms of educational indicators, low educational indicators were found, which is a reflection of the influence of two factors analyzed in this research: the lack of infrastructure and learning equipment and also the absence of democratic management in almost all of the public schools in Amapa, facts that prevented the state from achieving the IDEB goals between 2013 and 2019.
Francisco das Chagas Rodrigues de Morais , Rodrigo Santaella Gonçalves Copyright (c) 2025 Inovação & Tecnologia Social https://revistas.uece.br/index.php/inovacaotecnologiasocial/article/view/15153 Mon, 08 Jan 2024 00:00:00 -0300
