<p>A revista <strong>Inovação & Tecnologia Social</strong> se propõe a contribuir com as diversas formas de produção de conhecimento. A sua atuação está voltada para apoiar tanto as diferentes compreensões de processo avaliativo, quanto o desenvolvimento de tecnologias sociais. Os processos avaliativos estão presentes como forma de fortalecimento da gestão governamental e as tecnologias sociais na sua relação entre o saber acadêmico e os saberes do senso comum. <p>This article refers to a stage of the study developed in the dissertation entitled “Policies of integration in public security: study on the model of citizen security in Fortaleza-Ceará” (VIDAL, 2023), which started from the interest in investigating about the integration between the security forces active in the state of Ceará, belonging to the municipal, state and federal spheres and their importance for the process of building citizen security in the city of Fortaleza. It was proposed to understand the perception of public safety managers and operators about the practice (or not) of integration in their daily work. For that, the following thematic categories were used: Public Security; Public Security Policy; Municipal guard; Citizen Security; and Integration. The research method used has a bibliographical nature, with a qualitative approach, as well as an explanatory and exploratory purpose, since data extracted from interviews with public security agents were used as a source, in addition to the analysis of specialized literature and official documents, which generated objectively measurable information about the perception of these professionals about the importance of integration as a way to achieve citizen security in the city of Fortaleza, through public security policies.</p> <p> </p> <p>It was verified that, both by the reflections that the theoretical framework allows, and by the objective data collected, the integrated actions developed between the security forces in the city of Fortaleza have contributed over time to the construction of citizen security. It is hoped, with the results presented, that this research can contribute to the improvement of public security policies and to the deepening of new research on this topic of great social interest.</p>Francisco Armando Vidal, Andréa Maria Luz da Silva

<p>According to some authors, the field of public security still needs to be explored and, even in recent decades, Brazilian universities have developed many relevant works on the subject. However, more and more societies seek public security policies aimed at social participation in this field, based on the principle that public security is not established in isolation by the police, as social participation not only helps to solve the community's problems, but also make it legit. In this way, the development of public security research centers is important not only in academia, but also within police agencies, as they are primarily responsible for the operational development of these policies, and strengthening them will contribute to the scientific understanding of the social relationships. And how the police can affect your quality of life without taking away or reducing your rights. Thus, the process of redemocratization in Brazil led the police to seek new models and methods to integrate into the community and start working with citizens in an integrated and participatory manner. This work presents, therefore, the complete evolution of the steps taken by the Military Police of the State of Ceará in this process of redemocratization, as well as its new way of treating the community, and how the Government of the State of Ceará can contribute by creating a peaceful environment Ceará, and how this public security policy reached the territory and was organized to become effective and legitimate in the eyes of the citizens of “Great Vicente Pinzon”.</p>Alkimar Sampaio de Souza, Francisco Horácio da Silva Frota

<p>The innovation is the topic of the moment. It is possible to observe its mention/use in various sectors of contemporary society, meanwhile, this “popularization” of the term may, to a certain extent, impoverish it. It is this perspective that this research aims to define through theoretical references or that is innovative, mainly as practiced in the public sector, understanding this to be a diverse methodology that is practiced in the private sphere. To illustrate how innovation is being used by the state, a case study will be carried out based on the implementation of the Núcleo de Innovação Tecnológica of the Escola de Saúde Pública do Ceará Paulo Marcelo Martins Rodrigues, through the articulations carried out<br />with various social actors in the context of the COVID-19 pandemic. It will be a mapping of the main actions that involve the use of innovation in the entity, aiming to affirm the impact that this methodology has on the quality of the services provided by the institution and which contributes to this new form of state agir for the field of public administration. <p>The general objective of this text is to understand whether the process of implementing the educational policy for High School in Full Time (EMTI), in the State of Ceará, fulfilled the proposal of the Government Plan, which underlies the process of implementing a public policy. For this, a theoretical-documentary analysis of the legal instruments was carried out. Therefore, the study is exploratory in nature with a qualitative approach. The research was of a documentary nature, through access to sources, such as: laws, ordinances, technical notes, publications on the website, that is, documents that encourage Full-Time Secondary Education as a public policy. Through the analysis, the difficulties in making the transfer of resources to improve the infrastructure of schools stand out; how to manage the understanding of the Learning Community concept; understand the NTPPS proposal; maintain enrollment and prevent evasion; planning elective proposals in an interdisciplinary and integrative perspective; comply with the teaching, research and socio-emotional intelligence proposal of the NTPPS; as well as crowding the teacher so that his workload is in the same school unit.</p>Carla Santos de Freitas, Antonio Germano Magalhães Junior

<p>This article aims to investigate the female condition in western societies and, based on this analysis, to expose fundamental concepts for its understanding throughout history and today. The research dialogues with the sociological, historical and cultural causes of male domination, seeking to point out the origins of patriarchy, as well as to conceptualize this form of social organization, which revolves around the male universe. At the same time, the study presents the natural, social and historical justifications found by social scientists for the establishment and perpetuation of male domination. In addition, the work clarifies how women were seen, treated and inserted in Western societies during early historical periods, in classical Greek and Roman societies and how this vision was profoundly impacted by the emergence of Christianity and its rapid worldwide expansion. The text also discusses the treatment given to women in the Middle Ages and how the emergence of capitalism influenced women in their struggle for rights and ended up promoting the path of feminist movements. It is concluded that the knowledge of the most diverse social and historic factors that have influenced humanity is essential for a critical view of the female position in today's society and for overcoming the inequalities that still exist today.</p> <p> </p>Deborah Cavalcante de Oliveira Salomão Guarines, David Barbosa de Oliveira

<p>This article presents part of the discussion of a master's research defended in the area of planning and public policies that aimed to analyze airport public policy and the principle of efficiency, highlighting Fortaleza Airport as a case study. In particular, this article develops a treatment of this public equipment as a factor of socioeconomic development in its surroundings. To achieve this objective, the article discusses the historical aspects of Fortaleza Airport, analyzing the Concession Contract # 04/2017 that granted the infrastructure to a German multinational company, identifying the relationship between the aerodrome and its surroundings, both in terms of the development potential that it brings, as well as the aspects that hinder the relationship with the surrounding population, such as noise pollution and strict regulation of land use. Finally, the article analyzes public data, made available by the Municipality of Fortaleza, which demonstrate the importance of Airport Pinto Martins to the population that lives in its surroundings and that depends on it economically.</p>Eugênio Ximenes Andrade, José Joaquim Neto Cisne

<p>O artigo problematiza a temática de atividades realizadas pelo Serviço Social na ótica da Lei de Execução Penal (LEP<strong>)</strong>, questiona o acompanhamento de mulheres encarceradas que sofrem o abandono e a perspectiva da “reinserção” familiar cujo desamparo também se refere à justiça brasileira; situação que piora e torna-se mais complexa, quando estas mulheres cumprem a pena devida mas não conseguem retomar seu cotidiano fora das grades. Buscamos entender como o trabalho do assistente social (AS) contribui, dentro e fora das prisões, para a “reinserção" familiar à luz das políticas públicas, dos direitos humanos e da LEP. A metodologia utilizada foi bibliográfica, baseada na sistematização de experiências. Apresenta como objetivo principal identificar os limites e as possibilidades de experiências do serviço social no acompanhamento e na “reinserção” familiar de mulheres encarceradas garantidas pelas políticas públicas. Concluímos destacando a continuidade do descaso e abandono do Estado com relação à implementação das políticas públicas efetivas, eficazes e capazes de transformar a vida de mulheres encarceradas; e a contribuição de AS que trabalham diretamente no enfrentamento à precarização do Sistema Prisional, violência e violação de direitos constitucionais, mesmo que precarizadas e limitadas, se fazendo necessária a luta pela garantia da dignidade humana.</p>Francisca Emmanuellas Saraiva Martins , Maria do Socorro Ferreira Osterne

<p>This article aims to present the Agentes da Leitura Program as a very important tool of the State of Ceará in the execution of the State Culture Policy. Through bibliographic and documentary research, the contribution of the Agentes da Leitura Program as a cultural public policy for access to books and literature in the fight against poverty and social inequalities in the State of Ceará during the Camilo Santana Government 2019-2022 is analyzed. Based on the concepts of culture, access to culture, human rights and citizenship, we highlight the state culture policy as an important instrument to combat social inequalities in the State of Ceará. <p>Governance was born out of the evolutionary process of the capitalist system, in which corporations were developing and becoming ever larger, more complex and with bolder projections, which led to the need to dilute their ownership (fractionation of equity into shares to be acquired by small owners: the shareholders), so that it could obtain more resources to finance its projects. From then on, there was a separation between the company's management (administration) and the owners (shareholders), who did not necessarily have convergent interests within the corporation, but often even antagonistic ones. When there are differences between the interests of these characters, the so-called Agency Conflict or Principal-Agent Conflict arises. The Governance Guide of the Presidency of the Republic lists the following governance principles: 1 – Responsiveness, 2 – Integrity, 3 – Reliability, 4 – Regulatory Improvement, 5 – Accountability and Responsibility, and 6 – Transparency. All these governance principles are related to the accounting activity, especially “Reliability”, “Transparency” and “Accountability and Responsibility”. “Reliability” due to the fact that accounting has the obligation to measure, disclose and record accounting events in a reliable, relevant and useful manner; Transparency, as accounting is responsible for preparing and disclosing reports and financial statements, and “Accountability and Accountability” is one of the objectives of Accounting Applied to the Public Sector – CASP. Audit work by the Court of Auditors of the State of Ceará detected loss of data, information and accounting documents of the end-of-term management, which are fundamental inputs to maintaining the continuity of public services and administrative activities, especially when power is transferred. There was damage to the continuity of several operations, such as maintenance of the chain of accounting records, execution of budgetary expenditure, payments, raising priorities, monitoring of projects, programs and actions, access to bank accounts, among others. The conclusions of these audits pointed out as reasons for these losses, potential or consummated, the lack of a permanent administrative structure, formally instituted with competences defined by law, and not by precarious instrument such as contracts, which contemplated public positions of effective bond of a finalistic nature to the exercise of accounting activity within the scope of Public Administration. The Federal Executive Power, with a view to complying with the Governance Principles, instituted an Accounting System with legal competences and public positions with final accounting attributions, a pioneering structure in Brazil and which has been a paradigm for other entities of the republic. In order to prevent or reduce the risks of Agency Conflict, it is essential that public entities institute and effectively implement Accounting Systems that include an organic structure (agency, sectors, departments), professionals legally qualified to exercise the accounting profession (accountants and accounting technicians ) invested in public positions with final competence of the function.</p> <p> </p>Gilberto Bruno Andrade de Oliveira, Alexandre Gomes Galindo

<p>The first aspect that we need to pay attention to is the study of the Projovem Campo – Saberes da Terra (PJCST), before any research and based on my professional experience, as a participant in the program, it was possible to represent some type of counter-hegemonic action. with a relationship to traditional education, thinking from a perspective adopted by the Italian Marxist Antônio Gramsci (1978). As Santaella (2015) demonstrates, the concept<br />of hegemony arises in Gramsci from the differentiation between the idea of leadership of allied classes and domain of adversaries. Gramsci posited the relevance of class dominance in the contemporary world, in addition to the material dispute in society, as well as the<br />dispute of ideas.
