<p>A revista <strong>Inovação & Tecnologia Social</strong> se propõe a contribuir com as diversas formas de produção de conhecimento. A sua atuação está voltada para apoiar tanto as diferentes compreensões de processo avaliativo, quanto o desenvolvimento de tecnologias sociais. Os processos avaliativos estão presentes como forma de fortalecimento da gestão governamental e as tecnologias sociais na sua relação entre o saber acadêmico e os saberes do senso comum. <p>The objective of this study was to analyze the history of domestic work relations in Brazil, verifying the current situation of gender inequality in the labor market. From there, it was necessary to investigate the process of formalizing the legislation regulating the profession and to investigate the role of public policies in enforcing the rights and protection of domestic workers. The historical damage suffered by these women, the slowness in regulating rights, and the current maintenance of the condition of inequality lead to the conclusion that it is essential to construct affirmative public policies that, from the perspective of intersectionality, understand the great importance and grant decent perspectives to domestic work in order to conduct actions that reduce its impact on the daily lives of users.</p>Cecília Parente PinheiroMaria Helena de Paula Frota

<p>The general objective was to verify if there is materialization of the fundamental right to health through judicialization. As specific objectives, we characterized the lawsuits and analyzed whether there was access to justice, what measures were taken to achieve the right and whether there were public health policies for children and adolescents. With a qualitative methodology, physical and digital bibliographic consultations were carried out, as well as an analysis of the social factors existing in the 105 (one hundred and five) First Instance Lawsuits of the Ceará State Courts. The values of the treatments claimed amount to R$ 1,152,262.94, which denotes the high cost to the public coffers when public health policies for children and adolescents are absent. In the end it was seen that 92% (ninety-two percent) of the demands had health care guaranteed by the courts.</p>Suelen Allane Rodrigues de CastroRodrigo Santaella Gonçalves

<p>This is an article produced from a master's thesis in planning and public policies at the State University of Ceará - UECE, on the perception of corruption by members of the Public Ministry of Ceará who acted in the appreciation of the factual news that dealt with alleged acts of corruption and administrative impropriety in the execution of public policies to combat Covid-19, during the period of the 1st and 2nd waves of Sars-cov-2, between March 17, 2020 and June 30, 2021, within the territorial limit from the city of Fortaleza/CE. This article aimed to identify the perception of prosecutors about corruption and administrative improbity. The study, of a qualitative nature, starts from the concept of corruption in the broadest sense, including, in addition to the typical criminal conduct of active and passive corruption, administrative improbity, and verifies, in the perception of the ministerial members, whether the alleged practices of corruption narrated in the news actually received would have jeopardized the care of Covid-19 patients in the public health network in Fortaleza. The research was carried out as part of the conclusion stage of the professional master's degree in planning and public policies, and its professional scope was to obtain propositional data to assist the Public Prosecutor's Office of the State of Ceará in the evaluation and formulation of strategic planning in the governance, management and ministerial action plans. The result of the survey revealed that most respondents have the perception that care for patients with Covid-19, in the public health network in Fortaleza, was hampered by possible corrupt practices and that the role of the Public Ministry, in combating such conducts, was important for the formation of the public agenda and direction of municipal public policies in Fortaleza.</p>Daniel Isídio de Almeida JúniorFlávio José Moreira Gonçalves

<p>This article presents reflections on the challenges and limits of the implementation process of the Program for the Protection of Children and Adolescents Threatened with Death in the State of Ceará. As a reference for this study, it was necessary to resort to bibliographic and documental analysis and semi-structured interviews carried out with the technical coordination and general coordination of the protection program. During the accomplishment of this research, it was possible to perceive that the PPCAAM/CE acts as another strategic instrument of the Rights Guarantee System (SGD) of children and adolescents, to disseminate the discussion about lethal violence and to directly protect threatened children and adolescents of death. This work also analyzes the way the program is managed, presenting a picture of how it works, exposing its weaknesses and resistance strategies, which affirm possibilities of guaranteeing the lives of those protected.</p>Emanuela Araújo FreiresIsaurora Cláudia Martins de Freitas

<p>Reflecting and understanding the process of knowledge formation is essential for the development of all science. We sought to draw an overview from traditional epistemological currents to modern dialectics, especially under Karl Popper's fallibilist theory and Hans Jonas's principle of responsibility. Therefore, an explanation was made about empiricism and rationalism, with emphasis on some of the currents emanating from these two schools.<br>Subsequently, dialectical thinking and its main ramifications and criticisms of traditional schools became evident. This analysis resulted in the constatation that dialectics is the current that best explains the subject-object relationship in the process of knowledge formation, as well as the importance of error and the development of a universal ethics based on responsibility for the safe progress of science.</p>Márcio Né de Mendonça FreireRodrigo Santaella Gonçalves

<p>This article deals with the use of the Unified Electronic Execution System (SEEU) for the application of criminal execution law, describing the procedural systems already used in the State of Ceará, promoting a comparison between them up to the use of the SEEU, which is a fully digital developed by the National Council of Justice - CNJ, designed with the aim of promoting the modernization and unification of the sentence execution process in Brazil. <p>This article analyzes the role of the Constitutional Fund for the Financing of the Northeast (FNE) as an instrument for the implementation of public policies guided by the principles of fraternity and the reduction of regional inequalities, especially in the semi-arid region of Northeastern Brazil. Adopting a critical approach to the region’s socioeconomic context characterized by structural poverty, informality, and underutilization of the labor force the article argues that the FNE, operated by Banco do Nordeste, plays a strategic role in promoting regional development by financing productive activities and fostering job and income generation. It is argued that poverty should be understood as the deprivation of basic capabilities, as proposed by Amartya Sen, and that public policies such as the FNE can help reverse this scenario by integrating historically marginalized populations into the development process. The article thus introduces the concept of the "fraternal cycle of the FNE," through which tax revenues return to society via inclusive policies that should be co-managed by the beneficiary population. This perspective highlights the centrality of reciprocity and shared responsibility in building a fraternal society, in which beneficiaries cease to be mere recipients and become active protagonists of development. Furthermore, the article emphasizes the multiplier effect of FNE’s actions beyond the directly supported areas, reinforcing its national relevance.</p>Isaac Nogueira de AlmeidaMaria Lirida Calou Araújo e Mendonça

<p>Este estudio tiene el objetivo general de investigar la actuación del Ministerio Público del Estado de Ceará, a través de políticas públicas en defensa de la educación de los niños autistas en la ciudad de Fortaleza después de la Pandemia de Covid-19. Además, busca señalar la actuación del Ministerio Público al acoger a estos niños cuando regresan a las aulas, tanto en escuelas públicas como privadas, luego de la Pandemia Covid-19 y recomendar a la Secretaría de Educación Municipal actuar e implementar programas públicos inclusivos. Fortaleza, además de sugerir medidas efectivas para reducir las desigualdades entre la educación inclusiva pública y privada. El Ministerio Público del Estado de Ceará, a través del Centro de Apoyo Operacional para la Defensa de la Educación, órgano de orientación y asesoramiento de los Ministerios Públicos que actúan en el Estado, emitió y recomendó a las escuelas públicas y privadas la garantía de una educación inclusiva para los niños en la ciudad de Fortaleza, resultando en la creación de una Guía práctica de acción especial inclusiva, para la implementación del Plan Individual de Atención Educativa Especializada, promoviendo la empatía de los compañeros y ofreciendo cursos específicos sobre el tema que sólo serán posibles si la sociedad tiene visibilidad de estas acciones para los niños que no pueden tener voz.</p>Liana de Souza Neto GonçalvesRodrigo Santaella Gonçalves
